Updated Windows Alpha Packages Available

Thanks to Quintus, with this commit much more of TSC is now translatable. For example, level editor is now mostly translated. Now all of those new strings are translated to German by Quintus and to Finnish by xet7. xet7 created new updated Windows Alpha packages.
