Updated Windows Alpha Packages Available

Thanks to Quintus, even more of TSC is now translatable. Quintus also fixed saving levels in level editor, Level display_info_message doing nothing, and Invisible radio buttons in “Selector” tab in editor. xet7 created new updated Windows Alpha packages.
