No, I had not accounted for this 2 week delay. Since we have not started the team nominations vote yet and since only about 3.5 weeks are left, it may be of a bit less use to start an early vote now. I was largely delayed in responding to this with some job hunting things that distracted / occupied me.
I think there is a good chance we may have 4 or more core team members who will not make it to the IRC team meeting, so there is a good chance Kirbyfan64 and skarfester will not have voting rights if voted on in the IRC meeting, based on a 2/3rds majority of all team members. Keep in mind not everyone has been participating recently. I think we may be being a little too rigid regarding what is obviously an error in the voting rules document (it is an error because the team additions and team removals rules are inconsistent), but I am not going to tell the team what to do when this is a legal voting rules question.

My last statement on the voting was clear, but these are the exact quotes from the voting document:
Section: Acquisition of Membership
Change: "The vote requires that two thirds of the existing team
members vote in favour of adding the new person to the team."
To: "The vote requires that two thirds of the team members voting on a team addition
vote in favour of adding the new person to the team."
