If the voting rules change gets through, we can safely vote on the team
membership issues in the GD, because the new voting rules will be in
force already.

If so many are missing, we should probably consider a different
date. Where did you get that information from?

You have basically suggested that same changes as I did, but took a
different approach :-). While I used a set of definitions, you included
the requirements directly into the respective voting rules. You didn’t
address the problem with people who positively abstained either, though.

I’d be fine with your proposal as well; it makes the same changes, just
in another way.
